Yep, i've suspected for a while that the ms RNG uses a positive/negative seed based on time. This is why you see several people gach rare items at once, and can cube 100 times and get crap later on.

I remember seeing something like this. The Altair Earrings that you got from EPQ would be of the same stats if they were acquired within the same hour (server time).
At least that's how it went when I got a few pairs with the same stat above average (3 instead of 2. I remember doing it with STR, 'cause there were no STR scroll for earrings back then lol).
