Unable to start Profession leveling event quest - SaulDalesio - 2011-07-22

I've recently reached Lv 7 Herbalism on a character, however the quest from Saffron to level to 7 before Aug 9th is not available.

I know for a fact, I can't forfeit the quest, because I tried looking at alchemy's quest, the forfeit button is greyed out. Secondly, I remember getting the quest right when I learned herbalism, but now it doesn't appear under my quests in either in progress nor available.

I have provided a screenshot, notice how the alchemy quest is listed under Available, but the herbalism one is nowhere to be seen. Talking to Saffron only gives me the normal 3 options of leveling herbalism, unlearning and trading herb roots.
