Does it increase the speed of spells the same at all levels now, or do we still have to get it to 11 before it gives +2 speed?

All levels.

Much obliged.

While on the topic of Boosting the attack speed of Mages, does SI actually have an effect on a Mages attack speed as of current? I've had SI for the past 2 days at LHC and I definitely feel like I've been attacking faster (I could keep bearwolves at bay unslowed with it, but eventually got overrun without it), but I'd like some confirmation on the fact as it may just be some other factor I missed or simply a placebo.

I can confirm this. Illusion and my other attacks are much faster with SI+Booster.

Was fairly sure that SI worked for mages ever since BB patch. People were telling me it works just fine and was a great plus to both evans and mages. Well I guess what I'm commenting on falls off the main topic though, carry on.
