main ele: 1.25x --> 10%
sec ele: 1.1x --> 5%

You have the equation slightly wrong.
1.25 -> 0 -> 1.10
1.1 -> 0 -> 1.05
Penalty -> No Penalty -> Penalty

Prices actually spiked thanks to BattleMages. Only Staff prices though.

700+ mil for ele wands 5/7?...
Big bang's change to ultimates already had a negative impact on how players previously priced them.
Ele wand 8 was 700+ mil (remember seeing a clean one selling for 725) during the first week in scania but that
deflated fast due to the lack of bonus/players moving away from archmages when the hype went down.
They were 250-300 mil for the wands when the bonuses returned in scania.
