Silly noob question, but I just have to be sure.
If I buy it, does it like... give me a heart or does a pop-up window appear to choose who to give it to or something?
In other words, how the heck does it work?
Must I buy it and use it or gift it to that person for the effect to work on that person?

I am pretty sure when you buy them, they are gifted to a person of your choice. So no, you don't get the heart above your head.

I'm pretty sure if you want someone else to have the heart you MUST gift it to someone through the gifting function with the tokens.
I remember my girlfriend buying one expecting it to be like a Crush ring but it wasn't and she was stuck with the heart for 3 months.

If you buy it the heart appears on your own char and if you gift it it appears on the person you gifted to. And its not like a crushring that each of you gets to have. Unless they changed it.

They haven't changed it.
It'll appear above your character's head if you buy it.
