It's not so much the level that's recommended, but the strength you amass to be able to kill the mobs at LHC efficiently to overcome the experience rate at what would be your recommended training grounds.

The lowest level mobs in there is level 115, so I'd say you can come at about level 110. But there isn't exactly a "recommended" level.
The most crucial factors is the party you are with and your ability to kill the mobs efficiently.
If you can find a party with 6 people that can kill the mobs quickly, while you can damage the mobs a little bit, I think you should be fine.

I would say lvl 140+. At those lvl's you should have at least 2 of your main 4th job skills maxed which will allow you to kill efficiently. It Doesn't matter if you have the best gear if you go fight there using 3rd job skills.

For the average player that's not that well geared, yeah you'd want to wait until then, but if you are very funded with the best gear you can go there pre-4th job. Even as a Lv120, level 1 of most 4th job attack skills is all that's needed with enough gear.

getting a mob party as a level 110 works well too - 3 levels an hour as a blader, post chaos.
but getting a platform party at 135 is almost as fast.
