I saw someone with this (mush) shop in FM yet I wasn't able to make the purchase. Why is that?
My character was level 17, was that the problem? Or was there another issue?

If someone has enough mesos so they'll go over the meso cap once the items are sold, nobody is able to buy the items. That's why you see some really godly items in shops sometimes worth more than they are priced, but never sold.
