I'm not sure if you can get it outside of Japan, but they don't state that you can't.
You've probably heard of the tons of cell phone apps that Nexon Korea has for MapleStory involving mini-games of classes in MapleStory. Well, Nexon Japan has released a Japanese version of the Thief one.
It costs 600 Yen (I guess that's about $8 USD? ...which is kind of stupid expensive for an app, IMO) and you can get it in the App store.
「iTunes Store」→「App Store」→「ゲーム」→「アクション」または「ロールプレイング」→「メイプルストーリー盗賊編」
There are also a Warrior version, a Magician version, and a Bowman version. These don't seem to be on the iPhone/iPod, though, so I don't think they're obtainable without a Japanese cell phone.

they should release the korean one that had pqs and house system but now for iphone...
