Let's say you have a piece of video shot at 30 FPS (eyes run at approximately 38 FPS, and you want to play it at half speed. Obviously, this is going to make it more "choppy". Would it be possible to somehow insert extra frames that meshes the neighboring frames together so that the overall product looks smoother? And which software would allow for this?

Sony Vegas does this automatically when you slow the speed of the clip, last I checked.
I haven't played with Vegas in like 3 years however, I believe it was Vegas Pro 7 I had.
