Could it be that the total amount of npc's that the hall can hold relates to how many npcs there are in total across worlds? Not just the one's in your own world?

IIRC, its the first x to reach 120 and such. For Cygnus, the number was higher, but the NPCs that were there got wiped or something.

If there is only 1 npc right now, im pretty sure thats all there is going to be. When i hit 120 there were already level 120 KoC's and there were a ton of DW's in 11X when i hit 120. Hes pretty late on the NPC train....

I remember seeing the hall full, once upon a time.
Somehow most of the NPCs disappeared (I think this was even before BB, but can't swear to it).

it was. i could dig through some old stuff and narrow it down to a week or so i think.
