Max Magic Crash has 100% success. Does that mean it will block any monster/boss of whatever level from casting its buffs, or does the warrior have to be able to also hit that monster 100%?

No, it's a debuff, so no accuracy is required. I haven't run into a monster that it hasn't worked on yet.

So at 123 (that's what your info says) you're able to MC third-form Scar every time, even though it's level 140 and your other attacks miss it 85% of the time?

While I've never been to Scarlion, I haven't missed a single debuff when playing with it a Papulatus on both JMST and GMS at level 120 when I fought it.
