You get it from a lv 60 quest in edeltein mountain. It's the map before the entrance to the mine.
It gives 30W.def and 30M.def

You buy it from an NPC near the Leben mines. Can't miss it, a quest bubble pops up when you enter the map. It has no stats other than mdef/mdef.

When you enter the map it pops as a lightbulb.The name is something like "A convenient bussines" or something.
