Something just occurred to me.
Skills like Frostprey/Phoenix require 15 points in Golden Eagle/Silver Hawk. Can I put 13 points into Eagle, have a Paladin use CO and then add points into Frostprey?

No. Points from CO cannot be used to fulfill pre-requisite requirements.
