oh, I get it, when they tranfered quest data and map data, that came over. they just removed NPC.(but not his name from quest data)

Yea, notice that they use multiple NPC's for different events. It's just for separate use. KMS doesn't even have cody.

I noticed there's a few "fake" platforms in Ellinia too; that is, Gaga's platform in ellinia doesn't have foothold properties, so while you can see it, it's not on the minimap nor can it be stood on.
