Well in KMS, we have a bunch of different coloured ones. I think they all hold a different number of items.

It's another hack.
It involves doing Mar the Fairy's quest and receiving that free Snail pet that lasts for like five hours. You then use the Snail pet, making it act as a filler for the real Permit to create a Green Permit Store or so.
