How to get "texture" like this? - Satellite - 2010-10-28

In MS you can notice that the background objects have texture of small dots in them:

First I though it might be what happens when you save in GIF format, but results proved otherwise when I tried it. I saw something that wasn't from MS, with texture exactly like above, that was a gif image.

I also discovered it is in GIF animated pictures, but how to get it to 1 layer pictures?

I just tried it in paint and saving it as a GIF worked for me.

But it's a lot more extreme than Maple's dithering.

Degree of dithering depends on the complexity of the color and the extremity from the supported color wheel.
It can also be completely avoided by the paint program specifying a custom palette and using the flood filled color as one of those.
Most current paint programs do that by default so you have to force them to dither.

my images come out with diamond like dithering:
