The special skills from equips are on their own tiers, not the same tiers in which the stats are dependant on. Another thing is to get the boss damage % the item has to be above level 50.

Only pants 70 and above can get the skill.

It's already been known that Lv.70+ Pants can have Hyper Body since the system was fresh bread.

I have been waiting for SS proof, thats whrere. Please link me to the where its shown in a SS or anyone has stated they ACTUALLY for HB on a lvl 70 pant.
