It has to do with the rule that first bans can't be permanent or something. Or it was repealed or something. I'm not sure how it works entirely, but I remember Keith saying something about how first bans aren't permanent, which is how he got Zelkova unbanned.

There is of course the "discretion" clause but in general you get permabanned for this pomegranate.
