You made an account to ask Southperricans how you make a game engine. Making a game engine is a long and arduous task, and it usually takes months for devs to make a successful game engine. It would be easier for you to just google "Free 2d Game Engines" because there are TONS of them. I used to have a link, but I do not anymore so you are ON YOUR OWN.

Check Sourceforge first. Sourceforge has a lot of open-source projects and some are game engines. Plus if you want to contribute back to them they have ways you can do that as well.

You could try to use RPG maker, and then look for a tutorial to change the movement, it's not that hard really.
Now making it work IS the hard part.
