Is it a use item, like owl of minerva? The add that's on the website says 19,500 nx, so I assumed it would be something you could use over and over for 3 months, but that's iincredibly broken.

I'm almost positive it's a one-time use item. The reason it's so expensive is because it's actually better than a white scroll.

Does it prevent items from breaking too? Ex. Potential scrolls, Enhancement scrolls, Dark scrolls.

No clue, it doesn't say anything about that, nor has anyone said anything about that. I myself would say no because of the fact that there is nothing in the game at the moment that stops your equips from breaking.
