Describe the problem. Be as specific as possible!:
Qual Monk are freezeables. I don't know if all monster of road of regrets are freezeable, I haven't done the quest to go further.

They are suppose to be ice resistant also they weren't freezeable before.

This change happened when the balance patch came out. Oblivion mobs are weak to ice and lightning now, and neutral to fire (except Lyka.) Qualm mobs are ice neutral now (except Lilynouch.)

Didn't know the mobs became "Neutral" to their own element, I guess certain classes aren't completely screwed now. That's a nice change IMO.
