So, from what I remember, you can get level 60 earrings from APQ. My questions are:
How often do these earrings drop?
Can these earrings come with hidden potential?

I don't think items from reactors can have potential. But I'm not 100% sure.

They can come with hidden potential like any other drop (I'm curious if that's the case for all reactor equip drops). As far as drop rates, all I can really say is they're decent? Plus remember that +% stats are the same for all 3 APQ earrings (Lv. 35, 45, and 60 iirc), as they all fall into the 31-70 tier.
