After i talk to chief stan, he tells me to go to forest east of henesys... to investigate and search it for a key and a ripped paper...
What in the world do i do now? i've been running around for half an hour and don't know what to do!

You need to go to the Seagulls outside of Nautilus Harbor, and attack the one on the right. It is a reactor, and will make the Paper and Key drop.
