Well, they'd be able to wear them once they're 110, I remember some cygnuses getting them off of a GM summon event in which the ckpq bosses were summoned. Whether or not dual bladers would be able to go into ckpq is anyone's guess right now. Also, why would you hope they'd be unable to? A mark of naricain would be much better for your damage than a horntail pendant would be even if you added the 17 extra dex. Plus, it's not like you'd be unable to use a horntail pendant if ckpq was accessible.
