Any people say that the Vega 60%'s have a high fail rate, but.... Does that mean that the 10%'s are glitched to have a higher success rate?

No, that just means you're lucky. It's not too terribly difficult with 30% scrolls (10% + Vega, effectively). Especially when they don't boom your item.
