I'm assuming you're referring to "MapleStory 2.0," which isn't even in KMS (and most-likely won't be until at least early August?). So I'm gonna say expect these changes in GMS in early 2011.

Im talking about the "Best upgrades, worst downgrades" thread or whatever. Crusaders get brandish. A/M's and Bishops are screwed over with final attacks.

There is no schedule for when changes come from KMS to GMS.
Some features come in a few months, others can take years.
Players are not given an advance notice of the schedule - We're told at most a few weeks before it actually happens and in one rare case an entire month ahead of time.
All anyone can tell you about features is where they exist now, not when they'll be somewhere else.

There is usually a six-month delay between kMS getting content and gMS getting it. Balance Patch, Evan, Aran, and Cygnus for example.
I would expect gMS to get this in January or Feburary, and kMS to get it in early or mid August.
