So, I decided to start a new character on Windia for some reason.
It's been a while since I had absolutely zero funds, so I'm not really sure what to do...
I'm planning on making a hero, and it's currently level 21 right now. I was wondering what would you recommend I cap my dex at? Also, what are some good (read: cheap) ways to get accuracy?

glove dex 100% scrolls are pretty cheap. Also, scrolling an overall with 100% for dex.
Those two are sold on NPCs.
Also try using the DEX version of equips instead of the STR one.
When you get to 50, you could try and maker your equips with garnet.

100% the level 30 robe = +13 dex = win. you acn also 100% the level 35 robe too.
i say cap at like 20 dex-30 dex. seems reasonable to do with minimal funds o_o
accuracy potions, that episode 1 hat, bamboo hat. dex glove since you probably can't buy an attack glove yet.

Standard 100%'d Showa Towel for overall dex. 10 of the scrolls cost 350k, I think? Whenever you can get that. PQ tend to break even for potion expenditures when done in bulk. Add Dex when you need to hit something for you next training place, but have no means to get dex gear. You'll get a lot of accuracy with Mastery between 30 and 38, so I'd hold back on adding Dex if you're unsure until you get Mastery to 19. One point won't make or break you, but it can be significant in other skills. I don't know much about Hero or Sader skills, so you may or may not need to max Mastery later. (read: after everything else)
Wasn't the Maple B-Day last month? Getting a Singer shouldn't be too hard, if you don't mind dropping some power for 30 accuracy. (If you're an Axe fighter, there's no worries. Maple Axe thing is two hand)
All I got off the top of my head. Haven't touched Maple in a long time, so I'm sure there's newer stuff that can help.
