I don't have an answer for you regarding the rings themselves, but Cyanne mentioned in the extraction thread that the data for the rings says something like 'AccountTradable' and 'TradableOnce'.
Also, where did you get the idea that Level 200 characters get the rings instantly? Is that how JMS did it? (I think JMS changed a few things around regarding this event.) I recall someone here mentioned that Cassandra challenged their level 200 character to level up 30 more times, which implies that they don't get the rings instantly.

You didnt get the memo? Below GMs, lvl 200s are the gods of the maple world. They descend upon us to impart their infinite knowledge.

Level 200 adventurers in jMS did get their rings right away, but that didn't happen in gMS.

My friend has a ring already, and it became untradeable once he took it out of storage.
