I wouldn't call it the most monstrous. I still hold smallpox the reigning champ in that tier. The thing about Ebola is that it's so hot (kills ridiculously fast) that, combined with its poor modes of transmission (it's not airborne), it cannot spread as easily as smallpox, which is airborne and is decently hot.
