Reversal equips give one skill at a 10% chance to a particle skill. If your skill is max already would it be capped at 30 or have potential 31?

I don't think so. I've snooped around on forums here and there looking for information on this issue in the past, and all that turned up was that you can't go beyond the max.

The restrictions are as follows: You MUST NOT have the skill maxed at 20/30 or skill point will not work.
You MUST have at least 1 point into the skill in order to gain said benefit.
You CANNOT exceed your current mastery level for said skill. Lets say it was bahamut +1, my bahamut is level
15 and without the next book to get more levels into my bahamut, then the skill point will not apply.

^ That, so you can't exploit it. Well...
The only wait to exploit it would be to have your skill capped at 19 or 29 and hope to get a reverse equip with 1 skill point to complete it. That way you can use that skill point into other thing you need.
I've only seen reverse equips with skills like 2 times in my life D:

when i was lvling my bishop to max AR my staff got the 1+ to AR skill, i makes it 30 and i cannot put any points on it i havent tryed taking it off and putting a point on though.
