I believe the Platnium scissors are like the regular scissors: they only work on the items that say that those scissors work on. i.e. if no description is present on an item, neither scissor will work on it.If however there is a description on said item stating that either the platnium OR the regular scissors shall work, then those respective scissors will work allowing the item to be tradeable.

They will never be tradable except within the account it's on.
