Skeles are good if you're training AND getting tears.
If you want flat land, cold eyes in the tunnel's got pretty good spawn.

Serious answer, any mini-dungeon should work wonderfully. It'd also help if you tell us your level. It can greatly affect my answer.

(i did this and it was about the same as hunting as not too many were selling in Galicia)
I was thinking that the drop rates are about the same from monster to monster (at least at the low levels I play so far) so any where there is good spawn would net decent tears. Like the above mentioned mini-dungeons. I've been doing something right.
