When NLC was open, i remember that we could get big chair. After few weeks or after few patchs, the quest was removed. is this another quest that will be removed from the game after few patchs?

I'm pretty sure it's not removed. Nexon made it pretty clear that they wanted this throne to be an award for doing all NLC quests level 50 and under, and made the chair an incentive. Why would they remove it? They love their masterian lore, they want you to do all their quests.

It's the bottom option when you talk to him, isn't it? "I want to take the NLC quiz!" or something like that.
If you're selecting that and you still can't do the quiz, then it's probably glitched and there's nothing we can do about that sadly
