They probably won't. Nexon wants money, money comes from iTCG. If iTCG stuff becomes droppable, no one buys iTCG anymore, and Nexon loses money.

Nah,if we are going to look this way,nothing interesting will be dropable,if the nice things can be get by Gacha o.o
If they are going to make dropable,they will make new items,better than the ones from previous itcg set...and makes more people to buy iTCG o.o
