will people that are above level 30 be able to do the quest lines and get the helmet? nexon are a bit fuzzy (i think) on this point, any one that play kms or something know about this more in depth?

They all Require your "Last Training Session" Quests that are now given by your Job instructors though.
So tough luck people with old characters and still play them >_> And tough luck to those who didn't do those quests.
And since it's adventurer exclusive, no cygnus.

Ok, unsure about other classes. But I'm at the "Inspecting Fire Hydrant" Part of the warrior quest....and the Hydrant reactors don;t seem to be working...

The quests requires one pre-requisite: Last Beginner Basic training session for each class (which has a limit of lv 30-).
The quests to get the hat themselves require you to be lvl 40- to enter a door.
This is one the seemingly bizzarre new hats.
