You go through the Jump Quest on either Normal or Hard and he's at the end. It's for the Pink Bean hat.

Yeah, lol. You have to do it once per day for 5 days to move on to the next quest it seems.

Alright, after some research, you need to get the Pink Bean Hat, go up to a portal in the top-right corner of the room and the tombstone NPC is located there. And as far as I know, you need to kill any monster for the items to get the suit.

I think we should simply come to a conclusion that Level 71+ non-Masteria, non-Singaporian, and non-Zipanguan monsters drop the items.

Level 31-70: Lupins (all I've tried, really)

Level 71+: Lucidas, Beetles, Dual Beetles

I don't see much point in it. I've tried hunting a ton of other monsters above level 71 and didn't get anything.

It's only 20-30 minutes of hunting per day anyway, and Lucidas are easily accessible from most towns (since they're in Mushroom Shrine).
