Turn on the radio and you'll occasionally hear commercials at the end of which a different person says the "fine print" stuff at about the speed that this guy is talking about. My family turns on the radio each day to check out the traffic and news reports, this happens all the time. On TV they just put it in such small letters that nobody can read them, on radio they say it so fast that you probably can't understand it. I personally would prefer an announcer that speaks normally, because while he'd say less, it would be less of an effort to keep up with what he's saying.
