How do they work exactly? Do they simply give you one free shot for scrolling, or do they let you scroll continuously until you successfully use that upgrade slot?

When you put a scroll on an item, you get a popup box asking if you want to use it, or for legendary spirit, there's a checkbox. If the scroll fails, you lose the white scroll, and the slot remains. If the scroll succeeds, you still lose the white scroll.

They're like 220-250mil each in Windia, and there are a ton in FM... was trying to buy them at 200mil and under, but there are too many desperate people out there I guess. At an average of 7-ish white scrolls to pass one 15%, it's actually not too bad a deal for weapon scrolls considering the huge difference in attack between 10% and 60% scrolls. Less than upgrading like an 18+ attack glove by 3 attack.

Well, someone GM scrolled his Reverse Executioners in Bera. Hammer slots too. It's 155 attack. Don't think that counts in terms of white scrolls, though. (He smega'd it right after each scroll, too fast for it to have been white scrolled.)
Yeah, as Cyanne said, once your gear gets THAT godly, they're actually not too expensive... Especially with the 15% scroll event.
