Or are they just msea exclusives? I figured that if they're in kMS, we have a much higher chance of ever getting those things. I mostly really want Dukus and the Scarlion hat.

No they aren't, KMS has nothing they didn't make in it area wise anymore. And they never had SG.

kMS doesn't have Ulu City & Targa/Scarlion. It's not M.SEA exclusive. Thailand has Ulu City, but not Targa/Scarlion. Taiwan and cMS has the place and bosses.
I know for a fact M.SEA only has the advantage over Thai, Tai & cMS with the Singapore & Malaysia mini dungeons. Besides that, kMS doesn't have any of this so yeah.
