I've had the quest activated since aqua came out and i remember the dust dropping fairly often from bone fish... but i havent gotten any in over 40 mins of hunting... D: is the quest glitched or? ;___;

Sea Dust is dropped by the Treasure Chests around Deep Aqua Road. An uncommon droprate, but you should be able to get them all within perhaps 10-15 minutes by going through every channel.
