Being increased a constant amount per hit no matter what damage it does is worse than nothing imo
I mean a Bowmaster charges roughly 6-7 times as fast as my Paladin without even doing any extra damage...It's still biased way in favour of healing classes but at least they generally do lower damage when they heal
