A -long- time ago, Nexon changed the damage done by monsters. What exactly changed? Level and what level gear you wear became a factor?

As you approached the level of a monster, the amount of damage inflicted by the monster to your character increased. As your character moved farther away you from the monster in terms of levels, the damage inflicted by the monster decreased. It didn't matter whether you were way lower level or way higher level.
I'm pretty sure that was it. It's very un-mathy, but that's all I remember.
