No longer do this quest or as active???
Finish the quest for Zanumist's Cape ... and gave me the quest but the other disappeared ... I went up to Alcaster but it says nothing about purchasing again

it's because you finished the quest. You're done, you can't get the book back. Carson burned it.

Carson burned it.More like Carson's script removed the row in the database responsible for having the book in your inventory... but yea, the re-acquire quests are only available before you finish the main quest.
