I remember hearing something about the Cape but I just finally got all the perma Agent gear including both Overall's and I don't remember getting a different chat box from one of the Agents in the hideout but she says that Gaga is giving out special items to those who wear all the Agent gear and what not and it shows everything and a Cape. But being all my Quests are done and I have all the Agent gear is there just no Cape whatsoever?

The Cape Quest is inactive because Nexon didn't include it.
So it's impossible to get the Cape or the Permanent Shoes.

Also does that mean you can't get perma shoes?

Gaga requires you to have the cape also, thus its impossible to get the perm shoes.
