mhm i would agree, a 80-85 speed has been my guess the whole time, jumping abbility seems to be unnaffected tho (stays 100)

The exact numbers are 80 speed and 100 jump, so MasPan is correct.

No, it's just like going onto a mount. It forces you to have 80/100, like a Silver Mane forces you to have 170/120 (no matter what you're wearing).
