Issue/Problem/Bug: The game can't get to 99.99%
Describe the problem. Be as specific as possible!: Even if you're 1 exp away from leveling, 99.98% is the highest the exp bar ever gets.

You can, just at lower levels. After a certain level, you can only get 99.98% and then level up (or at least that's how I remembered it). I used to take SS on Mist to show this.

It used to be 99.99, but since version v30 or something they changed to 99.98. This is a very old "bug". Not level-related at all.

it was an anti-hack thing, from what i remember. there was a hack that got you to 99.99%, and the "fix" was to make 99.99% unobtainable, thus breaking the hack.
