from what i can tell from googles loltranslation, its a form of guild tournament maybe? @-a what ever it is, those npcs look freaking awesome.

Thai. Not Thailandese.
Those NPCs are just badass. I like how they feature NPCs from different towns, and change their clothing along with it. Eg, the dude from Nath has a cloak on, and Leafre features the (insert name of Leafre native here).
