I'm feeling ridiculous... but wasn't there a guy that sold scrolls in the general kerning area? Dangerous Croco II or something?

Yeah, there was. Second map from the kerning sewers, to the right. Are you saying they (re)moved him? I wouldn't be surprised since Anne in Henesys is apparently gone.
He was also the only one who sold 100% overall dex iirc.

The Eos tower scroll seller sell pretty much every kind of scroll. It's just Henesys/Ellinia/Orbis tower that splits them up.

The one at tree that grew sells different scrolls though, and I think swamp of despair 2 is closer to kerning than tree that grew 2 from ellinia or at least equally close.
