The snail pets don't do anything in GMS because we don't have built in pet skills like other versions. Our pets are dependent on having the appropriate equips (Meso Magnet, Auto HP, etc etc) in order to do those things.
In short, no, your pet snail is not glitched. Everyone's is like that.
