But the Scout couldn't have been the spy. He was using the Sandman, and spies can't disguise with unlockables

Spys also can't attack people while disguised, and friendly fire is turned off by default. Try not to worry about the details. <_<
Also, look at the Sniper's death scene. He's wearing a new hat.

I was joking when I said that. You should look at what they're saying on the TF2 forum. "Look, the spy throws a sapper, new unlock?"
If you also look the Sniper's Kukri is sitting on a box that says Razorback and is from Mann Co. There's also the heavy's football helmet sitting on a box in the intel room.
